Scott Fenn

Scott Fenn is an Ax:son Johnson Institute for Statecraft and Diplomacy doctoral Fellow in the War Studies Department at King’s College London, and a member of the Centre for Grand Strategy.

Fenn’s research focuses on the grand strategy of climate security in the UK’s foreign and national security communities between 1972 and 1997; asking whether a grand strategy to mitigate and prepare for climate risks emerged during that period and if so, in what form, by who, to what extent and to what effect. Scott is also a civil servant who works in the Foreign, Commonwealth, and Development Office. Previously he worked in the Cabinet Office and with the United Nations. He has worked in various strategy and security positions, including the 2021 Integrated Review of Security, Defence, Development and Foreign Policy. He holds a BSc in Politics and International Relations from the London School of Economics and Political Science, and an MA in Conflict, Security and Development from King’s College London.
